The purpose of the this advisory is to reduce the Special Leave Accrual (SLA) limit that may be retained by a service member at the end of the FY from 120 days to 90 days. Effective 09/30/2023 members who exceed the 90 day SLA limit will lose any days over 90. Members who are currently in a CZTE area and accumulating SLA or will enter a new CZTE period after FYE will lose days in excess of 60 if not used within 2 FY's after ending their CZTE tour. 2. Reference A establishes the intent of Section 632 of the FY23 NDAA which reduces the SLA cap that a service member may retain from 120 to 90 days by FYE26. However, the law creates two categories in which a SLA member can fall under, based on their SLA balance as of December 31, 2022: Category 1: Members whose leave balance is at/below 90 days as of December 2022 . Members who have SLA (open BS), and have an overall leave balance of 90 days or below as of 12/31/22 . Members' original SLA expiration date will remain unchanged. It will not be extended. Category 2: Members whose leave balance is 90+ days as of December 2022 . Members who have SLA (Open BS), and have an overall leave balance of 90.5 days or above as of 12/31/22 . 120 day cap applies and leave in excess of 60 days will be forfeited, unless used, by September 30, 2026 . Member's original SLA expiration date will be extended through September 30, 2026. 3. Reference B provides the new summary of changes for the SLA reduction and supporting criteria for Reference A. 4. Reference C requests commands to identify those members eligible for SLA and verify that a qualifying condition was met in FY23 for individual members of units. The commands endorsement (by direction is acceptable thru 31 December 2023) should be submitted to DFAS Cleveland via the Defense Workload Operations Web System (DWOWS) via servicing adsn/psd. Commands that do not have access to DWOWS should contact their local pay office for submission assistance. 5. Per Reference D SLA requests should not be submitted before month ending restructure (MER) 21 September 2023; members would not have lost leave before then. SLA requests should not be submitted later than the end of the first quarter of FY24 (31 December 2023). SLA request submitted after first quarter FY24, must include documentation justifying the late submission and signed by the individual's commanding officer or higher; such as Echelon II authority. By direction and mass transaction requests are not accepted after the first quarter of FY24. 6. Commands requesting SLA restoration of ten or less members will submit individual letters for each member to their servicing PSD for processing. The request must include the member's last name, first name, middle initial, full SSN, number of days to carry forward for SLA, and the qualifying condition. 7. This years authorized mass transaction for eleven (11) to five hundred (500) members will only be accepted in the pre-approved excel listing format. The desktop guide for this format has been provided to all PSD's and self-supporting afloat units. The desktop guide may be obtained from your supporting PSD or by emailing michael.f.jones95.mil@mail.mil for self-supporting afloat units. If more than five hundred (500) members qualify for SLA at one command, submit multiple excel worksheets to list each member only once. 8. Submission of EXCEL spreadsheet by Commands serviced by a PSD/TSC. Only commands (excluding surface ships, DESRON and PHIBRON staffs) with an approved Exception to Policy (ETP) will be authorized to utilize the Transaction Online Processing System (TOPS) for temporary submission of pay, personnel, and transportation transactions. The primary means for submitting pay, personnel, and transportation transactions is via the enterprise Customer Management System (eCRM)/Salesforce. 9. If SLA Leave Sell Back is authorized for the Sailor, submit signed 1070/613 into DWOWS case type "SLA LSL" for processing as required. SLA LSL counts against career sell back maximum of 60 days please advise Sailors accordingly. Review Ref C and E for more information. 10. This advisory has been coordinated with MNCC, MNCC-42. 11.
